The Cross River State Department of Budget Monitoring and Evaluation has partnered with the University of Calabar (UNICAL) to organise a two-day capacity-building training on Public Financial Management and Public Sector Budgeting for public sector stakeholders.
The programme is designed to strengthen participants’ knowledge of budgeting processes, financial management and public sector accountability through a series of technical presentations and practical sessions.
The keynote address was made by Prof Micheal Nyong.
Prof Nyong appreciated the Economic Adviser to the Governor and the Department of Budget Monitoring and Evaluation for the initiative.
He stressed that effective financial management is the foundation of a successful public sector. Adding that public funds must be managed prudently, transparently, and in accordance with established laws and financial regulations.
Prof Nyong highlighted the importance of capacity building for the public servants, noting that continuous training equips officials with knowledge and skills required to respond to evolving financial policies, technology, innovations and governance.
Speaking earlier, the Permanent Secretary in the Department of Budget, Monitoring and Evaluation, Governors Office, Dr Peter Uklala, maintained that training and retraining is critical for improved productivity.
Encouraging participants to be active during the two days training, he assured that training will be recurrent.
Dr Peter called for more partnerships while thanking UNICAL for their support.
The training featured technical sessions on Organisational Dynamics and Budgeting for Economic Sustainability, Budget Implementation Monitoring and Evaluation, Participatory Governance and the Evolving Civic Space in Cross River State, National Chart of Accounts, Imperatives of Public Procurement, and a practical walkthrough on Budget Control.
The second day began with a recap of previous sessions before focusing on Budget Preparation, Control and Analysis, Public Sector Financial Management: Principles, Processes and Reforms, and Creative Funding and Financial Management in the Public Sector.
